Opening Ceremony of the Training Course for Viet Nam’s State-Owned Enterprises (SOES) Executives in China

On the morning of November 18, under the cooperation framework between the Commission for the Management of State Capital at Enterprises (CMSC), the National Academy of Public Administration (NAPA) of the Ministry of Home Affairs, and the China Business Executives Academy, Dalian (CBEAD), a unit under the State-Owned Assets Supervision and Administration Commission of the State Council (SASAC) of China, the Opening Ceremony of the Training course for Viet Nam’s state-owned enterprises (SOEs) executives was held in China.

The CMSC delegation was led by Ms. Dang Thu Thuy, Director General of the Legal and Internal Control Department. Accompanying her were representatives from the Department of Personnel and Organization, Department of Energy, CMSC Office, and representatives of corporations and enterprises under CMSC’s ownership.

In her speech at the opening ceremony, Ms. Dang Thu Thuy emphasized that in recent years, the relationship between Viet Nam and China, particularly among governmental agencies, localities, and enterprises of the two countries, has continuously developed both in breadth and depth. Within this shared trajectory, the interaction and cooperation between CMSC and SASAC have gradually been established and enhanced. This cooperation was solidified with the signing of a Memorandum of Understanding on strengthening exchanges and collaboration during the official visit to China by the late General Secretary of the Communist Party of Viet Nam, Nguyen Phu Trong, in November 2022. “Following the implementation of the signed Memorandum of Understanding and the common understanding reached between CMSC Vice Chairman Nguyen Canh Toan and Mr. Qiu Baolin, Party Secretary and Deputy Director of the Dalian CBEAD, during their meeting on June 29, 2023, in Beijing, today marks the official commencement of the second training course for leaders of CMSC units and senior executives of enterprises under CMSC’s ownership,” Ms. Dang Thu Thuy stated.

According to her, to fulfill the responsibilities assigned by the Party and the Government as the representative owner of 19 state-owned corporations and enterprises, the leadership of CMSC places great importance on building a capable team of public officials, particularly enterprise managers. Training and capacity building for these leaders is a key priority. This focus aligns with Resolution No. 12-NQ/TW dated June 3, 2017, of the 12th Central Committee of the Communist Party of Viet Nam, which emphasizes the need to “enhance the training, education, and professional qualifications, leadership capacity, political ideology, ethics, and lifestyle of state enterprise leaders.”

She also noted that as a national education and training institution established by the Central Committee of the Communist Party of China, the CBEAD of Dalian is a leading center for training senior management personnel of Chinese enterprises. It also serves as a hub for research on the development path of SOEs and their managers and a premier platform for international training collaboration for Chinese business leaders. “The successful organization of this training program by CMSC and CBEAD, as well as the many future programs planned, will provide a valuable opportunity for senior leaders of corporations and enterprises represented by CMSC to learn and share management and governance experiences. These include insights into the management of Chinese SOEs, post-equitization governance practices in China and their potential application in Viet Nam, fostering collaboration between SOEs and private enterprises to address development challenges, forecasting and preparing for future crises, strategic thinking, and leadership qualities for the new era—an era of Viet Nam’s national rise. The training also emphasizes green growth and sustainable development”.

In his speech at the opening ceremony, Mr. Ta Huy shared that Viet Nam and China, connected by shared mountains and rivers, have a long-standing traditional friendship. In recent years, despite global uncertainties, senior leaders of both countries have maintained close ties and regularly organized high-level exchanges. Most recently, in December 2023, during the State visit of General Secretary and President of China Xi Jinping to Viet Nam, the two countries issued a Joint Statement on deepening and elevating the Comprehensive Strategic Cooperative Partnership to build a Viet Nam-China Community of Shared Future of strategic significance. In August 2024, General Secretary To Lam paid a State visit to China. Additionally, Prime Minister Pham Minh Chinh attended the 15th Annual Meeting of the New Champions (World Economic Forum) in Dalian and worked in China in June 2024. He also participated in the 8th Greater Mekong Subregion (GMS) Cooperation Summit and worked in China in November 2024. Chinese Premier Li Qiang also made an official visit to Viet Nam in October 2024.

According to Mr. Ta Huy, the Training Course for Viet Nam’s State-Owned Enterprises (SOES) Executives in China, now in its second iteration, serves as an opportunity for CMSC and SASAC to engage in mutual exchange and learning. The program facilitates discussions on managing state capital and assets in enterprises, studying methodological and effective state asset supervision models, summarizing SOE reform experiences, and sharing SOE management practices. These activities aim to contribute to the overall success of the positive relationship between Viet Nam and China. “Building on the success of the first program, this course has been meticulously prepared by SASAC and CBEAD, incorporating diverse and interactive teaching methods and systematically sharing practical experiences from China’s SOE reform processes. The program also focuses on topics such as new energy transformation, infrastructure development, and high-tech applications in enterprise development. It is hoped that this program will provide participants with practical experiences and systematic expertise in managing state capital in enterprises, thereby deepening and enhancing cooperation between CMSC and SASAC based on the common understandings established by the leaders of the two Parties and States,” Mr. Ta Huy emphasized.

The training program is scheduled to last seven days. Participants will gain knowledge at CBEAD and join discussions with international experts in areas such as infrastructure, energy transition, the digital economy, and green agriculture. They will also conduct field studies at Chinese enterprises and corporations, exploring opportunities and promoting potential cooperation between Chinese partners and enterprises represented by CMSC.

Following the Opening Ceremony, participants attended a presentation by Dr. Phung Tuan, former Deputy Director of the Office for Party History Research of the Central Committee of the Communist Party of China and former Member of the Central Party History and Documentation Research Institute. The presentation was titled “Deepening Comprehensive Reforms to Advance Chinese-Style Modernization.”

The presentation focused on three main topics: (1) An Overview of the Third Plenary Session of the 20th Central Committee of the Communist Party of China; (2) General Objectives, Importance, Necessity, and Principles for Deepening Comprehensive Reforms; (3) Major Measures Outlined in the “Resolution” to Advance Comprehensive Reforms in areas such as economic institutional reforms, democratic and legal reforms, cultural institutional reforms, social welfare and livelihood system reforms, ecological civilization system reforms, national security and social governance reforms, defense and military reforms, Party leadership and institutional reforms.
