On October 18, 2024, at NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) and the Digital Transformation Strategy Institute (DTSI) held a signing ceremony for the strategic cooperation agreement within the framework of the project to develop a foundational data architecture for NAPA.
Attendees from the DTSI included Mr. Le Nguyen Truong Giang, Director; Ms. Le Phuong Ha, Standing Deputy Director; Mr. Truong Anh Quan, Deputy Director; Mr. Ngo Quoc Khang, Development Manager, along with other DTSI staff.
Representing NAPA were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Dr. Lai Duc Vuong, NAPA Vice President; Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Dr. Nguyen Tien Hiep, Director of the Center for Technology and Library; and Ms. Pham Thi Quynh Hoa, Director of the Department of International Cooperation, along with other officials from the Center for Technology and Library.
In his remarks, Assoc. Prof. Dr. Nguyen Ba Chien emphasized that the Minister of Home Affairs’ approval for NAPA’s development strategy for the 2025-2030 period, clearly defining its mission, vision, and core values, is a crucial factor in NAPA’s digital transformation strategy. This will lead to the establishment of a digital and smart academy in the future.
In NAPA’s mission of development, enhancing the capacity of its staff in administration, leadership, and management while keeping pace with the evolving mindset of the times, especially in teaching and public service execution that aligns with digital transformation, is crucial. It is a key factor determining the success of the current digital academy.
To achieve the goal of training a high-quality workforce that meets the demands of digital transformation, NAPA must have a strategy to innovate its teaching staff and teaching tools and update the data for teaching purposes. This is essential to fulfill the training needs of government management agencies, the public sector, public-private partnerships, and society. Digital transformation plays a pivotal role in the NAPA’s three main pillars, i.e., education, training, and academic research. Therefore, NAPA’s collaboration with the DTSI is an inevitable requirement that needs to be promptly implemented to move towards building a smart academy.
Assoc. Prof. Dr. Nguyen Ba Chien expressed his gratitude to DTSI for actively coordinating with NAPA to sign the cooperation agreement. Following the signing ceremony, NAPA hopes that both sides will promptly implement the agreed-upon work. The outcomes will serve as a practical demonstration of the effective collaboration between the two parties and will further strengthen their relationship in the future.
At the signing ceremony, Mr. Le Nguyen Truong Giang discussed the purpose of the collaboration, highlighting that the two sides will work together to implement training programs in digital transformation. Under this agreement, DTSI will be responsible for designing and developing the programs, while NAPA will oversee the organization, execution, and collaboration in teaching, holding seminars, and conducting training programs in various sectors and regions relevant to the partnership. Both parties agreed that the training collaboration would serve as a means for co-organizing, utilizing, and developing training programs and courses based on DTSI’s program framework. The details of organization and execution mechanisms will be outlined in specific contracts during practical implementation.
Additionally, the two parties will collaborate on researching and developing programs, scientific projects, and products related to digital transformation, aligning with the Party’s directives, State policies and laws, and Government programs from various ministries and agencies. DTSI will focus on developing programs and implementation plans that align with these directives. The two sides will also collaborate on organizing scientific seminars, conducting research, holding special talks, and engaging in consultation, surveys, and joint assessments in the field of digital transformation. The coordination mechanisms will be determined on a case-by-case basis.
Dr. Lai Duc Vuong, NAPA Vice President in charge of digital transformation at NAPA, expressed his hopes that NAPA’s digital transformation efforts would soon progress with a well-defined and specific plan. He emphasized the importance of clearly outlining the financial and human resources necessary for implementation, which should be detailed in the strategic cooperation agreement. He also called for DTSI’s support to help NAPA achieve effective digital transformation in the near future.
